As Professor Hoe-Kyu Kim has precisely exegetes, while princes in real historical Israel easily degenerated into instruments executing monarchic tyranny and extortion to line their own pockets, under the righteous messianic rule, "the messianic vice-regent king and official princes organically unite to form a counter-communal solidarity" caring for the oppressed.[9]

Here, "a man (אִישׁ, 'îš)" primarily refers to the ethical vocation of human leaders who must recover true humanity in the Ancient Near Eastern worldview—namely, the vice-regent royal office of cherishing and protecting creation as the image of God.[10] Rulers must not be exploiters pouring out storms and downpours upon their subjects; rather, they must serve as sanctuaries amidst the harsh desert conditions of survival.
However, as Professor Calvin acutely pierced through in his critique, from a dogmatic depth, these biblical terms severely indict the finitude of human monarchs. "Shelter" (מַחֲבֵא) and "refuge" (סֵתֶר) are "theological protection vocabulary" appropriated exclusively for Yahweh alone throughout the Old Testament Psalms (Pss 27:5; 32:7; 91:1).[11] Historical Hezekiah, though enacting religious reform, was an imperfect sinner who, in Isaiah 39, flashed his treasure houses before Babylonian envoys and laid the groundwork for Judah’s ruin.[12]
Therefore, historical Hezekiah’s righteousness is at best a typological "shadow (Skia)." This ontological gap—that human rulers cannot serve as absolute sanctuaries replacing God—testifies that the text points forward to the threefold office of Jesus Christ as the incarnate Mediator, true God and true man. Christ is the true mediatorial King and High Priest who perfectly shelters humanity from the wrath of the law and the storm of sin.[13] Furthermore, the believing community renewed under His headship inherits this proxy royal vocation of becoming a "great rock shade" for the poor and weary in this world.

Corrupt power structures wrap exploitation and greed in holy terminology like "national interest" or "pragmatic diplomacy." The nābāl (נָבָל) is the one who says in his heart, "There is no God" (Psalm 14:1), devising evil in his heart and emptying the stomach of the hungry as a spiritual insensible.[15] When messianic illumination dawns, such deceptive linguistic wrapping is deconstructed, and a "Linguistic Purification" occurs wherein the moral reality of things is exposed in its pristine state.[16] This forms the redemptive-historical matrix of the New Testament epistemology where Paul, in 1 Corinthians 1:20–27, deconstructs the world’s wise and debaters, judging the world through the truth of the cross.

The warning in verse 10—"In little more than a year you will tremble, you careless women; for the grape harvest will fail, and the harvest will not come"—is a divine forensic penal declaration halting the agricultural productivity that sustained their luxury and banquets.[19]

The expression "briers and thorns (קֹוֹץ וָשָׁמִיר) will come up on the land of my people" in verse 13 is the direct re-enactment of the Adamic curse in Genesis 3:17–18: "Cursed is the ground because of you... thorns and thistles it shall grow for you." Human injustice and spiritual arrogance do not remain in the ethical realm; they regress the entire covenant land into pre-Edenic chaos and desertification.[21]

However, the prophet Isaiah declares that the autonomous security systems and Ophel citadel constructed by the Judean leadership without God will, before God’s forensic judgment, be reduced to "dens for wild donkeys (פְּרָאִים)." As Professor Calvin noted, this historical judgment is "divine stripping" and forensic emptying (kenosis) directed against all autonomous secular security systems humanity has constructed to save itself since the Tower of Babel.[23] When secular ramparts trusted by humanity are thoroughly collapsed and the lodging space is emptied, only then is a dwelling place prepared for the intervention of transcendent grace.
IV. Body Part 3: The Spirit (Rûaḥ) from on High, the New Exodus, and the Consummation of Justifying Shalom (Isaiah 32:15–20)
1. The Conjunction of Grace ‘Ad (עַד) and the Etymological Analysis of the Spirit’s ‘Ārāh (עָרָה) (32:15a)

The core verb driving this grand transformation is yē‘āreh (יֵעָרֶה), the Niphal (passive/reflexive) form of ‘ārָh (עָרָה, ‘ārāh). Unlike šāp̄ak (שָׁפַךְ), which denotes a general sprinkling of water, the etymological essence of ‘ārāh carries the fierce meaning of "emptying out or pouring forth unreservedly until the vessel or contents are completely emptied to the bottom."[25] This is the exact verb used in Isaiah 53:12 when the Messiah "poured out (הֶעֱרָה) His soul unto death."

That message speaks of making it possible for the people to return to God. Whatever prevents them from coming to him and taking refuge in him is to be taken out of the way. The language is that of highway building, which appears throughout the book. The roadbed is to be raised up above the surrounding countryside so that it can have an adequate foundation under it. All the bumps and potholes are to be removed from it so that nothing can stand in the people's way. Several modern commentators have argued that “Trito-Isaiah has taken “Deutero-Isaiah's language about a physical return and applied it to a spiritual return.원어 자료49-55 it is used to speak of a return to God. But, it is said, there is none of the physical imagery here that one has in chs. 40-55. If it is not in great evidence here, what about such passages as 60:4-7; 62:10-12; or 66:20? The second result is that the new environment will be animated by true moral and spiritual principles (righteousness), expressed in sound moral regulations and practices (justice; cf. 1:21, 27; 9:7; 11:4) over the whole area of the new creation, desert and fertile field alike. Thirdly, there will be a human society marked by peace, in its full realization as peace with God, harmonious relationships and personal fulfilment; quietness, that is, 'rest' and 'restfulness (28:12, 16); and confidence, meaning both 'trust' and 'security'. And fourthly (18), there will be security of tenure. Undisturbed (šāʼănān) and secure form an inclusio with verse 9, but it is more than a literary device. In verse 9 the words expressed the hollowness of mere human wishful thinking and confidence. In the new creation, all that lacked substance in life will be replaced by solid reality.

This is begun to be answered in v. 15, the prophetical judgement upon the political leaders being that any covenant agreement they have made has in fact been a useless, even failed, one. For this has been in the nature of a covenant with death, that is something of the order of with Sheol we have an agreement. That is to say, they have made a relationship between themselves (along with their peoples) and the land of Sheol, that place where in general Old Testament thought humans go after their earthly death. It is highly probable that in fact the Jerusalem political leaders have made a political agreement with some earthly group, one that the prophet here cannot believe is any good and that will be of no real benefit, either for their peoples or for the nation. Thus, the prophet is saying that this is in fact a "deathly" agreement. For truly these political leaders have made lies to be the refuge for their people, they have in falsehood taken shelter. Thus indeed the people are being led remarkably poorly.
